Government Denies Spy Agencies’ Audio Tap Green Light Amid Leaked Scandal

In a recent hearing at the Islamabad High Court, Attorney General for Pakistan Mansoor Usman Awan informed the court that the government has not authorized any intelligence agency to tap audio conversations. This revelation came during the hearing of a petition filed by Bushra Bibi, the spouse of ex-premier Imran Khan, seeking action against a leaked conversation allegedly featuring her and PTI leader Latif Khosa.

On December 6, Bushra Bibi approached the IHC, arguing that the leaked recording violated her right to dignity and privacy under Article 14 of the Constitution. Justice Babar Sattar had previously directed intelligence agencies and regulatory bodies to submit reports on the audio leak.

During the recent hearing, AGP Awan presented a report from the Prime Minister’s Office, clarifying that ISI, FIA, and IB are not permitted to record conversations. The FIA is now tasked with identifying the party responsible for the recording, seeking cooperation from telecom companies.

Justice Sattar raised questions about the ISI’s inability to trace the source and inquired about the agency’s report being filed through the Ministry of Defence. Pemra’s counsel stated that TV channels are prohibited from broadcasting private audio leaks, and the matter has been referred to the Council of Complaints.

Justice Sattar emphasized the balance between freedom of expression and privacy, instructing the Pakistan Telecommunications Authority to submit a detailed report. He also directed the FIA and others to refile their responses. The court warned of appointing advisers if the government fails to provide information.

The leaked conversation involved Bushra Bibi discussing legal matters with Latif Khosa, addressing issues with Imran’s sisters and expressing concerns about Imran’s well-being in jail. The court stressed the seriousness of the matter, and the hearing was adjourned for further examination.
