Constitutional Amendment On The Cards To Punish May 9 Planners

ISLAMABAD: The Federal government has decided to enact various constitutional measures to expedite the process of bringing the culprits of the May 9 incident to justice, in order to ensure that militant groups who attack military installations face real consequences, discouraging anyone from daring to cross the red line in the future, The Scoop has learnt. 

The government’s prepared report regarding the May 9 incident also recommends essential changes in various laws to curb incidents of attacks on PTI’s military installations and violent attacks like those in 2023, emphasizing the need to set examples through amendments in the law.

According to the report, the fundamental rights under the constitution do not apply to members of the armed forces, and there is no explanation in this article about those who attack the army or military installations.

The report also demands that crimes such as terrorism, including rioting and specifically targeting military installations, be included in the definition of terrorism. It suggests amendments to the Pakistan Army Act, the Pakistan Penal Code, the Anti-Terrorism Act, and military laws, as well as reinstating ordinances such as the Public Order Ordinance, regulations on military discipline, and changes in the law of evidence.

It should be noted that the investigative report prepared by the government regarding the violent incidents of May 9, 2023, clearly highlights the severity of the matter. 

The report, released to the public on May 10, stated that several leaders of PTI were involved in the planning of the attacks, indicating that PTI founder Imran Khan actively participated in the planning process. 

The report reveals that according to investigations conducted so far, 34 individuals in Balochistan were actively involved in planning and execution, 52 participated in planning, and 185 acted upon it. 

According to the report, Imran Khan’s arrest under the Maintenance of Public Order Ordinance occurred several days before his arrest, and the party deployed supporters and armed individuals from areas considered strongholds, especially from Khyber Pakhtunkhwa to Lahore, to various locations in the city. 

These individuals were assigned the responsibility of resisting Imran Khan’s arrest, resulting in violence and vandalism. Through social media signals, these individuals were further incited, leading them to gather at GHQ in Rawalpindi and Jinnah House in Lahore. 

According to the report, the events of May 9 did not occur suddenly but were a planned demonstration of street power in the event of Imran Khan’s arrest. There is no precedent in the country’s history for such action by a political party that serves the interests of Pakistan’s enemies. 

This is why, on the completion of one year since the incident, the military and civilian leadership expressed concern over the lack of action against those involved in the May 9 events and their facilitators. 

However, they expressed a strong resolve to bring the culprits to justice according to the law and made it clear that there would be no pardon for the perpetrators and facilitators of these violent incidents. 

Those behind this heinous scheme, who portray themselves as innocent, will have to be held accountable for their crimes, especially when there is clear evidence of their involvement in violent incidents. There can be no compromise or deal with such nefarious actors and actions. 

The President, Prime Minister, and Army Chief have announced in their addresses and messages that formal action will soon be taken against those involved in the incidents and their facilitators, and this is the demand of the situation. If the perpetrators of this incident are not brought to justice, such actions will be sanctioned, and their path will not be stopped in the future.
